European Climate Foundation: Energy saving in the EU (2009 - ongoing)

Support to the European Climate Foundation in creating knowledge and capacities for setting legally binding national energy saving targets in the European Union. Management of a study by Ecofy and Fraunhofer ISI on the feasibility and design of energy saving policies - Energy Savings 2020 Report to be published 15th September 2010.

ECOS: Coolproducts for a cool planet (2008 - ongoing)

NGO campaign for ambitious environmental and energy efficiency requirements for products sold in the EU. The campaign produces position papers for a number of product groups tackled by the European Commission under EU's Ecodesign Directive, ensures close collaboration with Members of the European Parliament and demands to make energy saving a top priority of EU policies (Manifesto: "Coolproducts, warm homes"). A major conference on how to end energy wasted for heating and cooling buildings was organised on 14th October 2009 and hosted by a a cross-party group of Members of the European Parliament.

Greenpeace: EU Toxics Advisor (2010 - ongoing)

Developping input to the review of EU water quality and emission control standards (Report: Heads in the sand over Europe’s most dangerous chemicals) and evaluation of the implementation of EU's chemicals safety management REACh.

Developping and writing reports on the quality of the implementation of the EU Water Framework Directive (latest report 2010: 10 years of the Water Framework Directive: A Toothless Tiger? A snapshot assessment of EU environmental ambitions

Friends of the Earth/CEE Bankwatch: Assessment of EU funds for climate and energy action in Central and Eastern Europe(2009)

The assessment provided a snapshot of the allocation, approval and spending of dedicated EU funding for climate and energy saving measures in Central and Eastern Europe for a report by CEE Bankwatch and Friends of the Earth, presented on 17 November 2009 in the European Parliament. The report reveals that after three years only a low percentage of the already low budget allocation for climate and energy saving has been awarded to projects. The EU Cohesion Policy needs a fundamental reform to put all Member States on the path of the transition to a sustainable and decarbonised economy. Friends of the Earth: Stop unsustainable biofuels (2008)

In 2008 the European Commission put forward a Directive to promote renewable energy which would have boosted the use of biofuels in transport. But scientific findings have shown that biofuel production, like palm oil or wheat ethanol, can have serious negative social and environmental consequences and even lead to increasing greenhouse gas emissions - see OXFAM report Another Inconvenient Truth . Scheuer worked with Friends of the Earth Europe to improve the Directive by introducing better environmental and social conditions - see joint NGO letter and voting recommendations. The campaign achieved inter alia that "Indirect Land Use Changes" (ILUC) will have to be addressed in future for calculating the contribution of biofuels to the renewable energy targets.

Associate of Energy Saving Trust (2007-2008)

Strengthening the Energy Saving Trust's influence at EU level, through internal capacity building, developing and implementing an European wide assessment of the national implementation of the Directive on the energy performance in buildings. Download the report Click here>>
