Stefan Scheuer S.P.R.L. has one director, Stefan Scheuer, and a policy officer, Matthieu Ballu.

Stefan Scheuer, director

Stefan Scheuer has 10 years of work experience in environmental protection and policy advocacy and in managing projects and teams. Since Jan 2007 he is independent consultant on environmental and energy policies and EU affairs. His clients include the European Climate Foundation, Greenpeace, UK�s Energy Saving Trust, Friends of the Earth, WWF and the European Environmental Bureau. He provides EU strategies and campaigns and capacity building, has mandates for high level representation towards EU institutions and develops technical and policy briefings on water, energy and waste issues.
In 2007 Stefan lectured EU environmental policies at the University of California and Edinburgh and carried out research on integrated water management.
From 2000 to 2007 he worked at the European Environmental Bureau in Brussels, lately as its Policy Director, and was chairman of the ECOS, the EU citizens� organisation working on greening technical standardisation.
Stefan holds an MSc in Hydrology, Albert-Ludwigs University in Freiburg, Germany.

Matthieu Ballu, policy officer

Matthieu Ballu joined Stefan in March 2009. Before that, he worked as environment policy officer at the French Permanent Representation to the EU. There, he was in charge of relations with the European Parliament and the focal person on environment issues for the 27 Permanent Representations, the French ministries and European institutions. During the French Presidency, he worked intensively on the negotiation of the Climate and Energy Package.
Prior to that, he worked for Commissioners Piebalgs and Barrot in the European Commission.
Matthieu holds a Master's degree in European Affairs from the Institute of Political Studies in Strasbourg. He speaks French, English, Spanish and some German and Italian.

Mihaela Dragan, policy officer

Mihaela Dragan joined the company in September 2010. Before that, she did an internship at the European Commission DG responsible for maritime affairs and fisheries. She also worked as a junior counsellor in the Romanian Environment Agency on the implementation of the industrial pollution control directive.
Mihaela holds a Master's degree in geomorphology, protection and conservation of the environment. Next to her Romanian mothertongue, she speaks English, French and a bit of Italian.
