    Citizen-led Renovation (2023-2025)

    Our consultancy has been supporting the European Commission’s DG ENER through the Support Service for Citizen-Led Renovation project. Stefan Scheuer Consulting has been involved for three years in a consortium with several partners, managing a policy board made up of high-level experts, policy representatives, and stakeholders.

    Citizen-led Renovation (2019-2021)

    Our consultancy has been involved in several projects and research pieces on the implementation of the energy efficiency acquis. To boost demand for energy efficiency products and services, the Citizen-led Renovation concept was established and developed in cooperation with REScoop.eu. Citizen-led Renovation is now a topic of EU funding (LIFE, PPPA). The pilot project was funded by the European Climate Foundation.

    Time to deliver toxic-free products (2021-2024)

    Lead and coordinated an EU awareness campaign on toxic-free products by 2030 on behalf of the charity CHEM Trust, in partnership with the EEB (European Environmental Bureau).

    The project was funded under the European Environment Initiative (EURENI) launched by the German Federal Ministry for the Environment.

    Dashboard

    Dashboard on energy performance of buildings in Europe (2021-2023)

    Developing and running a dashboard on the energy performance of the EU building stock. The dashboard monitors the progress of Europe’s buildings towards the 2050 net-zero GHG emissions goal across the EU 27 Member States.

    The European Climate Foundation mandated the dashboard.

    Stefan Scheuer was a member of the Management Board of ECHA, the European Chemicals Agency.

    He represented environmental, health and consumer interests (first mandate 2015 – 2019 and second mandate 2019 – 2023).

    CHEM Trust: Advocacy and Brexit news service (2019-2021)

    Advocated a high environmental level playing field in the Brexit treaties and producing Brexit Watch, a news update covering the unfolding future EU-UK relationship.

    European Climate Foundation: Adviser (2009-2021)

    Support for creating knowledge and capacities for EU policy development and for energy saving targets. Management of the Energy Savings 2020 study by Ecofys and Fraunhofer ISI.

    Managing the project “Stronger EED Target Governance” and publishing an assessment of energy efficiency in the Fit for 55 package.

    The Coalition for Energy Savings: General Secretariat (2011-2020)

    The Coalition for Energy Savings brings together business, professionals, local authorities and civil society organisations with the aim of making energy efficiency the top priority of the EU’s energy policy and achieving its cost-effective savings potential across all sectors.

    Stefan Scheuer was Secretary General of the Coalition from 2011 until 2020.

    Stefan Scheuer Consulting provided association management services to the Coalition, including:

    – general management and representation;
    – monitoring for the Members in a regular and relevant manner;
    – facilitation of information exchange;
    – drafting and preparation of position papers and communication; and
    – facilitation of meetings with decision-makers and experts and public events of the Coalition.

    European Environmental Bureau: Adviser (2012)

    Review of the EU’s 7th Environmental Action Plan.

    ADEME (French Environment & Energy Management Agency): Research (2011 – 2012)

    EU-wide research on public financing of energy efficiency programmes that resulted in a comprehensive study (in French).

    European Environmental Bureau and WWF: Research and advice (2007 – 2012)

    Work related to the implementation of the EU Water Framework Directive. Deliverables include the 2010 report 10 years of the Water Framework Directive.

    Greenpeace: EU Toxics Adviser (2010 – 2011)

    Focus on the review of EU water quality standards and emission controls (Heads in the sand over Europe’s most dangerous chemicals), implementation of the EU’s chemicals safety management REACH and the transfer of findings to China.

    BMU, The German Federal Environment Ministry (2010-2011)

    Support to the Ministry in identifying EU priorities and opportunities in reaching the 2020 energy efficiency target.

    Cool products for a cool planet: Campaign design and management (2008 – 2011)

    Development and coordination of the NGO campaign “Cool products for a cool planet” for ambitious EU product requirements.

    Friends of the Earth and CEE Bankwatch: Assessment of EU funds (2009)

    Snapshot of the allocation, approval and spending of EU funding for climate and energy saving measures in Central and Eastern Europe.

    European Environmental Bureau: High Level Group for the Competitiveness of the European Chemical Industry (2007 – 2009)

    Representative for the European Environmental Bureau in the Commission’s High Level Group on the Competitiveness of the European Chemical Industry.

    Associate of the Energy Saving Trust (2007 – 2008)

    Strengthening the Energy Saving Trust’s influence at EU level, through internal capacity building and an EU wide assessment of the national implementation of the Directive on the energy performance of buildings. Download the following report.
